University of the third age

in the Uk,there is lifelong learning as there is an organization called the University of the third age.their motto is learn,laugh,live.its not about career training but acquiring new skills n hobbies. why doesnt the geriatric department or welfare department set up such a university.it will keep our minds alert and active.i would like to learn to identify wild birds and paint them.i would like to grow pink lotus and blue storm roses.i would like to learn digital art and using software to draw. its important to keep on learning.
