In China,public officials who take bribes or embezzle money amounting to 3 million renmembi or US D 450,000 are punished with death penalty and if tbey embezzle 1.5 million renmembi from disaster relief fund,they face a firing squad.
It sends a spine chilling message to civil servants and political figures that stealing public money is a crime like high treason because amassing private wealth from public money is depriving millions from healthcare,welfare and social benefits.The onus for financial breach of trust is higher than that of a private citizen because they are voted to represent the rights of the people who empower them to work for the peoples benefit and not for self enrichment.
So if the cat that is supposed to prevent the rat from stealing the cheese decides to devour the cheese by itself,then the severity of the punishment will need to match the scope of the crime.
